TNY256 low temperature issues

Using a TNY256 in a 10W flyback power supply; at temps below -30 deg.C will not start. If running first, will do just fine all the way to -40 deg.C. Since the datasheet only says -40 deg.C as the low end temp, and has no grid of operation vs. ambient temp, it's only a guess that the TNY256 is the issue. But based on previous posts on this forum I'm guessing it is. Other than the low temp issue I've been very pleased with the performance of this controller.

Alminimum capacitor at -40 deg C

At - 40 deg C, the capacitance of a aluminum capacitor is reduced to half of it at room temperature.

It is necessary to double up all aluminum capacitors on the board to have the same function at -40 deg C as at room temperature.
